Program Of Cultural Development Approved In Uzbekistan

President Shavkat Mirziyoyev has approved the program of measures aimed at further development and improvement of the sphere of culture and art in Uzbekistan in the period 2017-2021. This document is a continuation of the reform of these areas that was launched on the initiative of the president in mid-February 2017. Then, a presidential decree established the Ministry of Culture of Uzbekistan, and closed a number of large organizations that had been supporting theaters, museums and other cultural establishments.

 

According to experts, all these measures failed to provide solutions to the main problems related to the sphere of culture and art. For example, the management of art and culture still uses outdated methods. There is also a lack of an integrated approach to solving urgent problems, including the issues related to the organization of activities of cultural institutions that provide services to the population. In addition, the material and technical bases of such institutions do not meet the present-day requirements in some provinces of Uzbekistan.

 

The effective implementation of the state policy in the cultural sphere and the full-fledged fulfillment of the tasks is hampered by the fact that the real needs of the sphere are not often taken into account in the process of training of future employees. The country lacks a clear system for upgrading the qualifications and retraining the personnel. The new program has been adopted with the aim of solving all these urgent tasks.

 

The main components of the newly-adopted program are improving legislation in the field of organization of the work of arts and culture institutions and increasing their effectiveness, as well as strengthening their material and technical base.
