EBRD To Facilitate Environmental Rehabilitation In Uzbekistan

President Shavkat Mirziyoyev has approved the framework agreement between Uzbekistan and the EBRD (European Bank for Reconstruction and Development) that provides for operations related to the Environmental Rehabilitation Account for Central Asia. Worth recalling, this document was signed during President of the EBRD Sum Chakrabarty's visit to Tashkent on March 16, 2017. It provides for cooperation between the bank and Uzbekistan in the field of recovery of the environment affected by the extraction and enrichment of uranium.


This work will be carried out within the framework of the Environmental Rehabilitation Account for Central Asia, with the support of the European Union. From the Uzbek side, the competent authority responsible for implementation of the agreement is the State Inspectorate for Supervision of Work Safety in Mining, Productive Industry and the Public Utilities Sector established under the Government of the Republic. The State Inspectorate also deals with the geological study of the subsoil.


In addition, the EBRD signed similar agreements with Tajikistan and Kyrgyzstan. These framework documents set up the conditions for implementation of the environmental rehabilitation program, including exemption from taxation, the use of directive banking documents (including those related to social and environmental policy), the procurement rules and principles. The documents also contain provisions for ensuring effective and efficient implementation of the projects.


The European Bank for Reconstruction and Development established the Fund for environmental rehabilitation of former uranium ore mining facilities at the request of the European Commission in May 2015. The purpose of this action was to participate in the financing of rehabilitation of the priority facilities in the countries of Central Asia.
