Kazakhstan Tightens The Law On Countering Terrorism

Kazakh President Nursultan Nazarbayev signed a law on making a number of amendments and additions to some legislative acts related to the issues of combating terrorism and extremism. According to the press service of the head of state, the purpose of this document is to improve the national legislation in the fields of combating extremism and terrorism, arms trafficking, as well as in the field of migration management.


The amendments to the law will strengthen the control over arms, including their storage. In addition, they also provide for introduction of a special order of state control over business entities that are engaged in the turnover of civilian and service weapons, ammunition, as well as in security activities.


There are also provision certain measures aimed at increasing the penalties for terrorism and extremism, including participation in international terrorist organizations, as well as armed conflicts in other countries. In addition, there is set a ban on the activities related to promoting terrorism and extremism in religious associations and groups.


The draft law simplifies the procedure for various special search operations related to combating terrorism and extremism. There is also introduced administrative liability for facilities and security structures that are vulnerable against terrorists for non-compliance with Kazakhstan's counter-terrorism legislation. The same responsibility and will apply for a failure of technical equipment that must be used.


In order to minimize the negative publicity regarding the registration of internal migrants, it is proposed to introduce responsibility for only one category of owners – namely, the landlords of apartments. This measure will make it possible to bring illegal landlords into the legal field and to maintain a reliable account of internal migration.
