Kazakhstan To Reform The Emergency Care System

A number of changes are being prepared in the healthcare sector of Kazakhstan. They are related to the provision of emergency medical care to the population. The Ministry of Health of the Republic initiated the reforms. Currently, its representatives consider various proposals used in the OECD countries in the past few decades. According to the Ministry, in Kazakhstan the average time of arrival of an ambulance to the patient is 25 minutes, and the share of calls responded late reaches the level of 7 percent.


For comparison, this indicator is within the range of 5-10 minutes in Canada, about 8 minutes in England and Italy, 10 minutes in Turkey, 12 minutes in the USA, and 15 minutes in Germany, Austria and Lithuania.


According to the Ministry of Health, 24 self-sustaining stations and 227 ambulances currently operate within the framework of the republic's emergency medical service. 67 percent are situated in non-typical buildings. The car park of the service includes about 2,100 units of specialized vehicles, and the aviation fleet consists of 33 aircraft (22 aircraft and 11 helicopters). The overall level of the necessary medical equipment is 78 percent.


The main system problem of the ambulance service of Kazakhstan is unequal access to the emergency medical care, depending on the patient's location. For example, if an accident occurs on the road, the ambulance often arrives too late. Other problems are the inadequate level of the presence of medical transport modules, the high degree of deterioration of ambulance vehicles (51 percent), and incomplete automation. Significant issues are also the low staff potential, the untimely servicing of calls, and the lack of a centralized emergency call management system.
