The lower chamber of Kazakhstan's Parliament (Majlis) approved in the second reading the new draft law "On introduction to some legislative acts of a number of amendments and additions relating to the issues of employment and migration." The purpose of this bill is to further improve the institutional and legal framework in the field of immigration policy and employment policy. Thus, in the framework of preparation of the bill for the second reading by the working group, the deputies proposed to make some amendments into its provisions.



On August 25, the President of Uzbekistan Islam Karimov signed the previously adopted by Parliament Law "On mutual and investment funds." On June 29th, 2015, the document was approved by the lower (legislative) Chamber of the Republic, and the upper chamber (the Senate) approved a law on August 6 this year. Now the document will come into effect from July 1, 2017.


Now the citizens of Uzbekistan, who are involved in terrorist organizations operating outside the country, in accordance with the law may be deprived of Uzbek nationality. This follows from the amendments to the Law "On Citizenship" published on Tuesday, August 11, which had previously been signed by the President Islam Karimov.


The law on a number of amendments and additions into some legislative acts relating to pension issues came into effect in Kazakhstan. This occurred after President Nursultan Nazarbayev signed the document, as it was reported by the press service of the head of state. In addition, the press service of the Ministry of Social Development and Health of Kazakhstan explained that the law also included changes in the procedures for appointing the base pension payments.



Kyrgyzstan has introduced criminal penalties for citizens who take part in the ongoing armed conflict abroad. The corresponding decree was signed by the President Almazbek Atambayev and now the appropriate changes are being made in the Criminal Code. In addition, the document provides for criminal penalties for those citizens of Kyrgyzstan who go abroad for extremist and terrorist training. The news was reported to journalists in the press service of the head of the state on Tuesday, 28 of July.



Kyrgyz Ministry of Health has proposed to limit the sale of energy drinks in the republic. The draft decree "On establishment of restrictions on retail sales and consumption or drinking of alcoholic and non-alcoholic soft drinks" was subjected to the public gaze. This document was "designed to establish the legal framework relating to the drinks distribution and their sale, as well as business regulation." For this purpose, a working inter-ministerial group had been established for investigating the negative effects of energy drinks on the human.


As early as next year a system of electronic bracelets designed for carrying by prisoners may be launched in Kazakhstan. This is stated in an official document of the Ministry of Internal Affairs, which also notes that this will require building of the appropriate infrastructure support first. In addition, for this project staff members from several departments that are part of the penal system and other intelligence agencies will be specially trained.



The President of Uzbekistan Islam Karimov signed a decree on adoption of a program of measures aimed at ensuring reliable protection of private entrepreneurship, small businesses and private property in the country. Such measures include a uniform procedure for carrying out routine checks of small businesses, micro-firms and farms and their periodicity, which are set on July 1 of this year.


The lower house of the Kazakh parliament (Mazhilis) approved in second reading the draft of the new Code of Civil Procedure. As noted in the conclusion of the parliamentary committee on judicial reform and legislation, the main innovations of the new Code are improvement of the process of preparation for trial by extending the range of the issues that are resolved at this stage. Thus, the preparation time for cases for trial was increased, more precise regulation of actions of judges and other participants in the process, after the court accepted a claim was defined.
