Deputy Director General of Israeli Foreign Ministry and head of MASHAV - Israel's Agency for International Development Cooperation, Ambassador Daniel Carmon and director of the agency's training department Matti Cohen are on a three-day visit in Azerbaijan.

The main purpose of the visit is strengthening relations through MASHAV in order to develop cooperation between Azerbaijan and Israel, including projects and training programs, Daniel Carmon told journalists on Tuesday.

Israeli forces arrested three Hamas-affiliates in Nablus early Tuesday, locals said Maan reported.

Local Hamas leader and Imam in Asira al-Qibliya, Dirar Ahmad Mohammad Hamadneh, 53, was detained in an arrest raid, witnesses told Ma'an.

Zaher Sidqi Mousa and Shadad Shaher Abu Amsha, said to be Hamas members, were detained in west Nablus and taken to an unknown location after Israeli forces raided their homes.

An Israeli army spokeswoman said 12 people were arrested overnight for "illegal activity", without providing further details.

Bashar al-Assad has accused Israel of trying to destabilise Syria by attacking a military research base outside Damascus last week, and said his country was able to confront "current threats ... and aggression", according to state media.

The Syrian president made the remarks on Sunday in a meeting with Saeed Jalili, Iran's national security council secretary, in Damascus. It was Assad's first reported response to the attack, Aljazeera reported.

Israel's army said it detained four Palestinians across the West Bank overnight Tuesday.

A pistol was confiscated in Nablus and a Palestinian held, an army spokesman said. Two others were detained in al-Arrub camp, and another in Beit Ummar, both between Bethlehem and Hebron.

Locals said four Palestinians, all aged 18 and 19, had been detained overnight in the Ein Beit Al-Mai refugee camp in Nablus.

Raed Al-Azibi, Muhammad Fahmawi, Raed Fahmawi and Mahmoud Sulaiman Khalid were seized in the dawn raid, they told Ma'an.

The Israeli government has not yet decided whether to transfer tax revenues to the Palestinian Authority this month, the spokesman of the Israeli Prime Minister said Thursday Maan reported.

Ofir Gendelman told Ma'an the government will announce its position in the coming days.

In December, the Israeli government seized Palestinian tax revenues it collects on behalf of the PA under international agreements. Foreign Minister Avigdor Lieberman warned at the time that the monthly payments would not resume until at least April.

Israeli Prime Minister Benjamin Netanyahu recently paid an unannounced visit to Jordan and met with King Abdullah II, Israel Radio reported Thursday.

The radio quoted a senior Israeli government official, who gave no further details and spoke on condition of anonymity, dpa reported.

Netanyahu's office declined to comment on the report.

The London-based al-Quds al-Arabi newspaper said the two leaders discussed the situation in Syria.

Israel has advanced the process of building 942 more settler homes in East Jerusalem under a new fast-track plan to tighten its grip on the territory, which the Palestinians seek to have as the capital of Palestine Al Jazeera reported.

A government planning committee on Monday moved the project to the advanced stage of asking contractors to submit bids to build them, the Interior Ministry said on Tuesday.

Once a bid is awarded, construction can begin on the project in the Gilo area, though it can take months, if not longer, to reach that point.

Israel fears the European Union will step up efforts to pressure it and the Palestinians into an agreement in 2013, according to a government document quoted Wednesday in Israeli media.

Israel's Haaretz newspaper said the report states that the Europeans may try to promote the establishment of an actual Palestinian state independent of negotiations with Israel.

The document was compiled following last month's UN vote to recognize Palestine as a non-member observer state and European protests over settlement construction, the newspaper reported.

Israeli forces on Wednesday detained seven Palestinians in Nablus and Tulkarem after military vehicles crossed into to area, Maan reported.

They said soldiers abducted five people from the Nablus area, and they were identified as Mahdi Salah Khouri, Adel Bashar al-Zarya, Ezz al-Din Mansour, Mohammad Khefo, and Mutaz Shbarou.

All of the detainees are affiliated to Fatah.

Earlier, Israeli forces detained two Palestinians from Tulkarem.
