Turkmen Parliament has considered and adopted the new law “On civil service,” which aims to further improve the efficiency of state bodies. This document defines the institutional and legal framework of the public service, the procedure and conditions for realization of the right to public service in respect of Turkmen citizens. The law also regulates relations that arise as a result of civil service, and defines the status of civil servants.



On March 1, 2016, Turkmenistan will introduce the procedure of obligatory state insurance against fire for legal entities, including foreign ones. A number of local publications reported the news, noting that the corresponding decree was signed by President Gurbanguly Berdimuhamedov.


The Russian Federation has addressed Turkmenistan suggesting new legal options of solving the problem related to almost 9,600 Turkmen dual nationals (persons with dual nationality), who have received Russian citizenship as a second one after Turkmenistan adopted laws on non-recognition of dual citizenship. As a result, these persons lost the right to have Turkmen passports. According to deputies of the Russian Federation Council, it is necessary to make appropriate changes to the related regulatory legal acts of Turkmenistan.



Turkmenistan has strengthened medical control on its borders in order to prevent the A/H1N1 influenza from ingression into the country. Appropriate safety measures have been introduced at the international airports of Ashgabat and Turkmenbashi, as well as in the international port of Turkmenbashi on the Caspian Sea. According to local media, the decision was taken at the government meeting that discussed issues related to prevention of an influenza epidemic.



Turkmen parliament during its regular meeting adopted a new draft law "On Space Activities", which defines the organizational, legal and economic framework of this type of activity. This is stated in the announcement of the government of the republic, which also states that the use of modern communication systems, including those based on space technologies, opens up new opportunities for innovative development of economy, education, science, health care and other areas.


On Monday, December 29 the new law "On legal regulation of the Internet development and Internet services in the country", published in the national press, entered into force in Turkmenistan.


Turkmen President and Supreme Commander of the Armed Forces Gurbanguly Berdimuhamedov signed a decree awarding a group of servicemen and representatives of the law enforcement and military bodies with state awards for a great personal contribution to the strengthening of the independence and sovereignty, defensive capacity of neutral Turkmenistan and ensuring security, law and order, the Turkmen State News Agency reported on Monday.

According to the report, the award was timed to celebrate with the 22nd anniversary of Turkmenistan's independence.

A two-day (October 2-3) conference of the Central Asia Border Security Initiative (CABSI) started in Ashgabat on Wednesday, a source close to the negotiations reported.

CABSI was formed in 2003 by the Federal Ministry of Internal Affairs of Austria for the coordination of programme activities and strategic objectives of the Border Management Programme in Central Asia (BOMCA) funded by the European Union.

The agenda includes improving the border security level and facilitating trade and the movement of people across the border as one of the methods of economic development.


According to the decree of President of Turkmenistan Gurbanguly Berdimuhamedov, Amanmyrat Khallyev was appointed to the country's attorney, previously he held the position of Chief Justice, the Turkmen government said.

By another decree, Begench Charyev was appointed the President of the Supreme Court, who was previously the Minister of Justice. According to the information, Berdimuhamedov, who is also the supreme commander of the Armed Forces, has signed a decree on the appointment and dismissal of judges of the courts of Turkmenistan and assigning them to qualification classes.
