In the village of Kalkaman (Pavlodar Province of Kazakhstan), plans are afoot to build a major glass plant. The project envisages the participation of foreign investments from such countries as the UAE, Kuwait, China and the United Kingdom in the amount of $145 million. These investments will be allocated for the project on preferential terms: for a period of 10 years at 3 percent per annum, with a grace period of 2 years. In addition, Kazakhstan will use the glass produced at the new plant to repay investors on the financial loan.



In recent years, there has been a decline in the quality of grain produced in the Republic of Kazakhstan. First Deputy Minister of Agriculture Kayrat Aytuganov made this statement during the recent government meeting. According to him, in 2011 the volume of first and third class grain was 88 percent; however, it decreased almost twofold to 45 percent in 2016. And the volume of grain of lower quality (grades 4 and 5) increased to 41 percent in 2016 against 10 percent in 2011.



In 2018, the starting complexes of the Zenit launch vehicle situated at the Baikonur Cosmodrome will be transferred from the Russian lease to the ownership of Kazakhstan. The Kazakhstan Mortgage Company (KMC), which is the financial operator of the national housing construction program “Nurly Zher,” has launched the program to subsidize mortgage loans to Kazakh citizens. Within the framework of this program, KZT10 billion will be allocated annually to subsidize the rate of compensation for bank-issued mortgage loans. This will allow to fully or partially compensate for about 8,000 primary housing loans with a total cost of about KZT120 billion.



On May 24, the Eurasian Development Bank conducted the primary placement of its bonds in the amount of KZT15 billion in the trade system of KASE (Kazakhstan's Stock Exchange). According to the press service of the EDB, this placement of bank securities in the Kazakh market is the first one in the past three years. The international epizootic bureau has issued an official certificate to Kazakhstan, giving the republic the status of a zone free from FMD. First Deputy Minister of Agriculture Kayrat Aytuganov reported the news on May 26, during the press conference at the Government of the Republic. This indicator is one and a half times higher than the result of the same period of 2016, and the total amount of premiums of Kazakh insurance companies in the period January-April 2017 amounted to KZT145.6 billion, or 6.8 percent more than the result of January-April 2016. On May 24, the lower house of Kazakhstan's parliament approved the first draft of a new law providing for the introduction of a number of changes and additions to certain legislative acts of the country related to bringing them into line with the norms of the current constitution. In particular, this document provides for depriving of the Kazakh citizenship for terrorist and other types of especially serious crimes. The purpose of adopting this draft law is to bring a number of legislative acts in line with the recently approved amendments to the Constitution of Kazakhstan.


In the near future, Kazakhstan intends to discuss with Russia the further use of the Baikonur Cosmodrome, and to begin joint development of a medium-range missile. According to Deputy Prime Minister of the Russian Federation Dmitry Rogozin, in a few days the parties will begin to consider the further use of the Baikonur Cosmodrome within the Baiterek project. Kazakhstan intends to participate in the reconstruction of the launching table financially, after which the development of the new missile will begin.
