On March 28, 2011 news agency "Interfax" referring to the Russian president's special envoy for Afghanistan, Kabulov, reported that the United States promised Russia not to base permanent military bases in Afghanistan after the withdrawal of allied forces out of this country. "I and my colleague Marc Grossman, who is a special envoy of the President of the United States in Afghanistan and Pakistan, met in Jeddah earlier this month. He also assured that there are no plans to establish permanent bases there," said Kabulov in an interview to "Interfax".

Today experts point out that Afghanistan authorities are intensifying security measures.
